On Pay as you go there is an option to add a “Vodafone International” plan.

Problems
Some overseas government agencies have local access numbers for their residents. Unfortunately when calling these numbers from abroad, as part of an international plan you may be cut off. The number is not available. This can be quite an issue for students and expats who want to talk to an agency of their home country.
